Has anyone had experience building independent policy institutes in post-conflict settings? Can anyone point me to good/bad examples and/or analysis and learning that has come out of such experiences?

Hi Christina,
I know of one example of establising a policy organization in post-disaster setting, if that could help.
In Pakistan after the massive 2005 earthquake many policy decisions were taken to deal with future disasters and in consequence three institutional arrangements were progressively built.
Earthquake Reconstruction and Rehabilitation Authority - a medium term organization with a mandate to develop strategies, policies and sectoral programmes for the reconstruction and rehabilitation of the affected areas /population.
Disaster Management Authroity - a long term/sustainable organization to plan for disaster management and build capacities of district/local governments in case of a disaster.
And the third mechanism was at the UN system level according to which UN/OCHA, the relevant government departments and the army emergency services were coordinated in the case of a disaster.

Hi, I don't have personal experience working on this but my team recently produced the attached report which you may find interesting. It is a summary of findings from published and grey literature on research capacity strengthening interventions. The report is not yet available on our web site (but it soon will be, at www.gsdrc.org) but I have attached it to this message.
