This evaluation of the Central Emergency Response Fund (CERF) was broadly positive; however, the data presented in the report showed that CERF is not a rapid mechanism, with an average of four weeks from first application to disbursement to UN agencies for rapid-response grants. Disbursements to NGOs by UN agencies took an average of 13 weeks from first application. However, the CERF was found to have strongly contributed to humanitarian reform.
