This evaluation aims at reviewing the rationale, strengths and weaknesses of this work by focusing on four related aspects:
• the Consortium o how well it worked as a co-ordinating system
• the Approach o a community based approach which stressed transparency, public participation and pro-active advocacy within the clan system in order to target the poor
• the Commodity o the household, market and security implications of using cash
• the Micro-projects o how they were selected and what was their value
