“Increasing the availability of host community housing stock and improving living conditions for the provision of refugee shelter”
Evaluation of the Norwegian Refugee Council's Lebanon Host Community Shelter Programmes
About this resource
This evaluation covers the country shelter rehabilitation programme in exchange for 12-months rent- free hosting in support of displaced people from Syria (2011- 2014). The Evaluation addresses one main question: Does the NRC housing rehabilitation approach allow refugees to enjoy their right to adequate housing?
The evaluation will contribute to organisational learning and it is framed within the following objectives:
- To support learning and provide guidance for future programme direction, especially for what concerns strategy of shelter – ICLA integration in Lebanon;
- To contribute to an annual learning review which feeds into NRC annual strategic planning processes in Oslo.
The evaluation process was based on a mixed-methods approach, combining qualitative and quantitative methodologies, performing both quantitative and qualitative analysis. The field phase took place in January-February 2015 in Beirut, North (T5) and Bekaa.
