This report on an evaluation of two relatively small shelter projects reviews the projects' social, economic, institutional, and cultural context and notes several positive factors that have assisted project implementation, including a strong rural infrastructure, the fact that the majority of those rebuilding their houses have sufficient land on which to rebuild, and the unique matrilineal and clan-based culture of the project area. The beneficiaries’ views of both projects were found to be strongly positive, though both agencies faced considerable initial difficulties and had to overcome scepticism about whether they would deliver what they promised.
