Objectives: This is the second of four strategic evaluations to be conducted during the 2010-2011 biennium that focus on how WFP exercises choices to adjust to the shift from food aid to food assistance outlined in the Strategic Plan. The evaluation focuses on how WFP’s role and its partnerships would be affected by this change and by the Global Partnership. The evaluation analyzes WFP’s past and current partnership experiences at country, regional and global levels to build a better understanding of WFPs partnerships and with whom and how WFP can partner to maximize the overall effectiveness and efficiency of food assistance efforts. Synthesized findings and recommendations will be drawn from a number of case studies. The results will help WFP make better choices about partnerships at all levels of the organization.
