Quality ProformaALNAP developed the Quality Proforma as a tool for assessing the quality of evaluation reports in ALNAP’s meta-evaluation, featured in the Review of Humanitarian Action series. It draws on current thinking and good practice in the evaluation of humanitarian action, incorporating both recognised evaluation standards and OECD-DAC evaluation criteria with other cross-cutting issues specific to humanitarian action. Since being developed in 2001, the Quality Proforma has undergone refinements during its application in four ALNAP reviews between 2001 and 2003/4, in order to strengthen consistency in interpretation and usage, and reflect developments in current thinking in the evaluation of humanitarian action. This version of the Proforma has undergone a process of simplification and reordering for the Review of Humanitarian Action in 2004, in order to make it more accessible.
