Evaluation Quality Reviews

Since 2001, ALNAP has attempted to monitor the quality of evaluation reports of humanitarian action through its annual meta-evaluation, which is published as part of ALNAP’s Review of Humanitarian Action series.

The meta-evaluation is carried out by two consultants, who independently rate a set of evaluation reports against the ALNAP Quality Pro Forma. The Quality Pro Forma is ALNAP’s evaluation-assessment tool, based on recognised evaluation standards and desirable qualities unique to evaluation of humanitarian action.

The final reports of ALNAP’s meta-evaluations are:

ALNAP Global Study on Consultation and Participation of Disaster-affected Populations
This collaborative research project was facilitated by ALNAP, in response to increasing concern regarding the lack of involvement of affected populations in the design, management and evaluation of relief programmes.

The Global Study aimed to increase understanding of the dynamics of consultation and participation through six country case studies encompassing a broad range of emergency types. Its overall objective was to improve downward accountability within the humanitarian system through the development of a ‘Practitioners’ Handbook’ for agencies and personnel working in different emergency contexts and stages.
