Evaluation of Humanitarian Action
Promoting the use and quality of evaluation of humanitarian action is a key theme for ALNAP. Evaluation is a tool which serves the dual purposes of enhancing learning and accountability. However humanitarian action takes place within highly fluid environments, which are rarely conducive to carrying out evaluation. Poor access to affected-populations and lack of monitoring data are just two factors resulting in the lack of data for evaluative purposes.
To provide evaluators with the specialist knowledge and techniques for evaluating humanitarian action, ALNAP has developed training modules and guidance material. It is hoped that these will result in better and more credible evaluations, which in turn will have more positive influence on the sector.
Furthermore, ALNAP has regularly assessed the quality of evaluation reports through its meta-evaluation. This assesses a set of recent reports against its Quality Proforma, which is a checklist of desirable qualities for evaluation, taking into account both standard evaluation practices and unique requirements for evaluation of humanitarian action.
ALNAP is also increasingly concerned with ensuring that evaluations are used effectively by humanitarian organisations, and this is now a priority on ALNAP's agenda. Successful utilisation is necessary to ensure optimal benefits are gained from the time and resources invested in an evaluation study.
