Consultancy - Midterm evaluation of Oxfam's DFID PPA Grants

Invitation to Tender
Oxfam GB is seeking consultancy services to undertake midterm independent performance evaluations for its DFID Partnership Programme Agreement (PPA) funding. Oxfam is one of four organisations receiving a CHASE and General PPA. The present PPAs are a three-year arrangement, which started in April 2011 and will run to March 2014, with a total value of £33.5m over this period.

Oxfam will evaluate each of its PPAs separately and a terms of reference has been developed for each evaluation. Applicants who choose to apply for both will need to demonstrate capacity to undertake each evaluation, and separate applications are required.

Purpose of the Evaluation
The evaluation will seek to assess the relevance, effectiveness, efficiency, sustainability and results of DFID PPA funding, as well as the additionality and impacts of the funding. It will verify information captured through the annual progress report submitted to DFID, while reviewing the quality and process of reporting in general

Timeframe
The consultancy is expected to begin by the 15th June 2012, most likely continuing to the end of September 2012.

Expression of Interests
Applications must include a response to two specifics questions as detailed in the full tender documents, supporting documents, and an expression of interest that contains the following information
. Organisational Statement, Capacity, Experience (2 pages)
. Team Composition, detailing keys skills and experience in relation to ToR (1.5 pages)
. Indicative budget (0.5 page) This should be in Pounds Sterling and inclusive of fees and expenses, but exclusive of international flights, visas and international accommodation.

Oxfam is looking for the following skills and competencies for its General PPA
? A lead consultant with a minimum of seven years experience in programme/project delivery in an international development context and literate in quantitative analysis
? Up to date knowledge of DFID's priorities, operating environment and the value for money agenda.
? Experience with results-based monitoring and evaluation and familiarity with different methodologies for evaluation, including factors involved in evaluating 'influencing' work.
? Demonstrable capacity of working with/evaluating civil society work
? Good understanding of NGO finance and audit processes and proven cost benefit analysis capacity
? Demonstrable capacity of quantitative approaches
? Familiarity with 3 or more of the following: a) livelihoods/market access work, b) disaster risk reduction, c) humanitarian response d) governance and accountability, d) global advocacy and policy influencing work, e) women's engagement in governance.
? Ability to produce concise, readable and analytical reports
? Excellent English written and verbal communications skills


Oxfam is looking for the following skills and competencies for its CHASE PPA
. A lead consultant who is a policy advocacy specialist with comprehensive and significant experience of independently evaluating advocacy and 'influencing' work
. Up to date knowledge of DFID's priorities, operating environment and humanitarian and security policies
? Experience with results-based monitoring and evaluation and familiarity with different methodologies for evaluation, including a demonstrable understanding of quantitative approaches
? Demonstrable experience of producing high-quality, credible evaluations
? Good understanding of NGO finance management and audit processes and proven cost benefit analysis capacity
? Demonstrable experience of working with/evaluating civil society, capacity building and NGO work
? Experience of working in the humanitarian policy sector and/or fragile states
? Experience of managing evaluation teams, and the capability to handle necessary logistics and sub-contracting with minimal support.
? Ability to produce concise, readable and analytical reports
? Excellent English written and verbal communications skills
