Briefing Papers

The aim of the Global Forum was to identify recommendations that would help the international system become more adaptable to different crisis contexts, thereby making overall humanitarian action more effective. To support these discussions, ALNAP produced a series of Background Papers, outlining how the international system is performing against various criteria of effective humanitarian action and the key obstacles to improvement on each criterion of effective action.
