The research is the product of a collaboration between two networks in the humanitarian system: the Active Learning Network for Accountability and Performance (ALNAP), which brings together a range of humanitarian agencies, and the Asian Disaster Reduction and Response Network (ADRRN), which brings together NGOs based in Asia. Both networks were interested in finding practical ways to engage with NGOs operating at the national level, and to improve
links between national, regional, and international networks. There was also a realisation that relatively little was formally known about how networks operate at the national level. A approach based on case studies was used to provide empirical evidence on active networks, capturing their forms and functions, and their perceived successes.
