Local and national actors are in many cases crucial in humanitarian responses during conflict and crisis. There have been hundreds of reports written on the subject of localization, but very few on the role of partnership in relation to localization. Fewer have focused on the operational and practical partnership practices which can make up a localized partnership model. In order to fill this gap, this research project was commissioned to establish what operational elements of partnerships are most likely to foster localization of humanitarian action. 

This report includes insights and key findings on localization and partnerships in Myanmar, Nepal, Nigeria and South Sudan. It also presents recommendations for operational practices that can strengthen the leadership of local and national actors in partnership-based humanitarian response.
