The ACF Evaluation Policy and Guidelines (2011) was developed with an eye on incorporating and building on the key lessons learned in implementing evaluations since 2004. The Policy section seeks to provide a clear bridge between lessons and learning, a framework for institutional learning that recognises the role of external evaluations, but highlights the need for an appropriate evaluative process that directly contributes to the organisation's policy and practice. The Guideline section provides an updated blueprint inspired by the lessons learned from commissioning evaluations over the last four years. The guidelines are designed to ensure that evaluations are more effective and more appropriate than ever before, by facilitating their planning (by HQs) and implementation (by evaluators).
