Humanitarian donors and their implementing partners require access to reliable, actionable, and timely information regarding the evolving humanitarian landscape, security conditions, and potential entry points.

When the HARP-Facility identified a gap in the availability of high-quality humanitarian and operational analysis in Rakhine State, Myanmar, it engaged the Centre for Operational Analysis and Research (COAR) to set up the Community Analysis Support System (CASS).

The project evolved from an initial community-based analytical model, seeking to improve the speed and agility of the Rakhine State humanitarian response, to the current iteration of CASS with an ad-hoc expansion into Kachin and Northern Shan states in early 2021.

This reports reviews the utility and effectiveness of CASS in providing provide contextual and operational humanitarian analysis. It looks at how CASS contributes to the humanitarian knowledge base in Myanmar, in addition to UK government strategic decision making and broader diplomatic priorities.
