Many humanitarian agencies struggle to use the information generated by monitoring and evaluation systems for much beyond donor reporting. Using that same information for ongoing decision-making and learning at the project-level remains a challenge that few have truly cracked.

This paper is the result of background research by the ALNAP Secretariat into the options for changing the way project-level M&E is done, with a view to maximising its usefulness for the sorts of ongoing decision-making and informal learning processes that often characterise humanitarian work.
