Recommendations were used to developed the proposal for the second phase of the PROSSAN project.

Action contre la faim implemented PROSSAN - a program to strengthen health systems and services in Côte d'Ivoire, Liberia and Sierra Leone - from 2019 to 2022. PROSSAN aims to improve the health of vulnerable populations through quality health care services adapted to their specific needs. The program was implemented through collaboration with local partners and national governments.

The purpose of the final evaluation was to reflect on the performance of the PROSSAN program at the conclusion of its first phase, and develop recommendations for adaptations in the next phase of implementation. Data collection for the evaluation included a desk review, key informant interviews, focus group discussions with communities and observations of project sites. The program was evaluated based on the OECD-DAC criteria including relevance, coherence, effectiveness, efficiency and sustainability.
