As a result of the severe drought in East Africa in 2016 and 2017, ActionAid launched a humanitarian response in Kenya, Somaliland and Ethiopia in late 2016/early 2017. Following phase 1 of ActionAid's response, an independent evaluation was launched. The evaluation had the purpose of providing accountability to the DEC, its stakeholders and donors at to the effectiveness or otherwise of the funds spent. It also aimed to provide ActionAid and partners with recommendations and learning for future responses.
