Despite overall awareness of the need to invest efforts in increasing Disaster Risk Management (DRM) among vulnerable country governments and the international aid community, there is a gap between high level commitments and actual achievements on the ground. The Global Facility for Disaster Risk Reduction and Recovery (GFDRR) commissioned DARA to conduct the independent evaluation of its DRM efforts in Guatemala, Malawi, Vietnam, Nepal, and Sri Lanka.

The time period covered by this evaluation is 2007 – 2012, that is, from the inception of the programme to the end of the last strategy period. During the case studies phase, desk research was undertaken and semi-structured interviews were conducted, with field trips to the five countries between October and December 2013.
