The decentralised evaluation was commissioned by the Zambia Country Office as a mid-term evaluation of the Country Programme (CP) 200891 (2016-2020). 

The evaluation assessed the three components of the Country Programme: i) Home Grown School Meals (HGSM); ii) Nutrition and iii) Resilience building; and two complementary activities on market development for smallholder farmers. The purpose of the evaluation was to document performance, relevance and sustainability of WFP interventions for the period 2016-2017, to demonstrate achievements and needs, and to inform WFP strategic orientation given the shift to Country Strategic Plans (CSP) by 2019.

The evaluation, which makes several recommendations for the future, was managed by the WFP Zambia Country Office and conducted by independent consultants, with fieldwork taking place in March 2018.
