This research offers insights into the challenges and opportunities for local and national non-governmental organisations (LNNGOs) in Afghanistan when working with international humanitarian agencies. It was undertaken in the context of changing dynamics and high uncertainty following the socio-political upheaval experienced in Afghanistan since August 2021.

The objective of this research was to chart evolutions in the humanitarian sector in Afghanistan, identify challenges LNNGOs face, and explore opportunities for international actors to better support local leadership in humanitarian action.

This project is funded by contributions from a consortium of international NGOs. The research was delivered by Humanitarian Advisory Group (HAG) in partnership with local researchers. These researchers are not identified at their request.
