The United Nations High Commission for Refugees (hereafter referred to as “UNHCR”) commissioned this evaluation for the purpose of accountability and learning. UNHCR anticipated that the results of this evaluation would inform the next phase of UNHCR’s programme in the Democratic Republic of Congo (DRC) while also providing insights and recommendations for UNHCR global operations in system-wide L3 emergencies that include Internally Displaced Person (IDP) populations. This evaluation covered the preparations and response by UNHCR, its implementing partners in DRC and coordination systems where UNHCR has a lead role related to the system-wide L3 emergency that was declared on 20 October 2017 and discontinued on 20 April 2018.
