ActionAid carried out participatory vulnerability analysis (PVA) with people living in vulnerable areas of six capital cities (listed below) where climate change impact is most predicted. Policy analysis was also carried out as a part of PVA to understand whether there is a gap between poor urban people’s experiences of climate change impacts and current disaster management
policies. An international desk study was carried out to evaluate current understanding of urban flooding and climate change in 10 cities (including the six capital cities where PVA was carried out).
