This evaluation, commissioned jointly by the UNICEF CEE-CIS Regional Office the Turkey Country Office and the Evaluation Office at HQ, covers UNICEF’s response to the Syrian refugee crisis in Turkey between 2012 and early 2015. It was conducted by a team of six evaluators (four international, two Turkish national) between March and May 2015, and included a three-week mission in country. Interviews with UNICEF staff, partners, government officials and donors were supplemented with field visits and focus group discussions with Syrian refugees. Consultations were also held with staff in the CEE-CIS and MENA Regional Offices and with staff in UNICEF headquarters in New York.
