This report sets out the results of the Evaluation Synthesis and Gap Analysis (ESGA)
undertaken as part of the Syria Coordinated Accountability and Lessons Learning (CALL) initiative. It is based on a review of 24 publicly available evaluations and evaluative studies concerning the international response to the Syria crisis, covering the period 2012 to 2015. The aim is to provide a synthesis of the main issues highlighted in those reports, with particular emphasis on areas of convergent findings. While not a substitute for a system-wide evaluation, the ESGA is intended to provide a summary of lessons learned based on a broad cross-section of available material. The report also identifies significant gaps in the coverage of topics and in the publicly available evidence, and suggests an agenda for further learning and investigation.
